Perhaps the homeless I walk past in the streets of Liverpool and Manchester didn't get to hear that farewell speech, just as well maybe.

The ‘United Kingdom’ refers to a political union between, England, Wales, Scotland and Northern Ireland. Although the UK is a fully independent sovereign state, the 4 nations that make it up are also countries in their own right and have a certain extent of autonomy. So again her speach refers to a great country in the singular and probably England and London in particular. A disgrace to the very end. And so it goes on.
